Access to Home for Veterans Housing Rehabilitation Program 20253042

 

PURPOSE OF GRANT:

Funding to make accessibility modifications, emergency home repairs or address code violations to residences of veterans with disabilities. Examples include wheelchair ramps and lifts, handrails, doorway widening, and roll-in showers.

 

PARTICIPANT ELIGIBILITY:

  • Qualifying Veteran status.
  • Documented substantial physical limitations caused by a disability.
  • Total household income does not exceed 120 percent of area median income.
  • Assisted unit must be the primary, permanent residence of the participant and within the service area. The primary residence may be owner-occupied or a rental unit.

Residents of the Towns listed below are eligible to apply:

           Delaware County:    Harpersfield, Kortright, Middletown, Roxbury, and Stamford
           Greene County:        Ashland, Halcott, Hunter, Jewett, Lexington, and Prattsville,
           Schoharie County:   Blenheim, Broome, Conesville, Fulton, Gilboa, Jefferson, and Summit

 

HOUSEHOLD SIZE AND HOUSEHOLD INCOME:

Households with income levels at or below 120% of the County Median Income (CMI) in which you live are eligible for this program. Current Income Maximums are shown below. Updated 4/2025

  • Federal Adjusted Gross Income will be calculated using income earned by all members of the household over 18 years of age. All people living in the home, related or unrelated, will be considered as part of the household.
  • Income includes Salaries, Alimony, SSI, SSD or SS, Veteran’s Benefits, Pensions/Retirement, Unemployment Benefits, Rental Income, Tips, Worker’s Compensation. Income Documentation is not needed with current approval /award letter from one or more of the following programs Medicaid, Snap, Heap, WIC or Section 8.

 

GRANT REQUIREMENTS:

 

  • Property Maintenance Declaration (PMD)-signed, notarized and filed with the County Clerk’s Office. The PMD states that during the 3-year maintenance term you will maintain the property in good operating order and condition; not sell, move, demolish, or materially alter the property without the prior written consent of WCCRC.
  • Lien-There will be a lien placed on your home after the work is completed and will be in effect for three (3) years. The amount of the lien will be equal to the amount of the grant work. If the house is sold or not maintained within the lien period the grant will be recaptured according to the following schedule: Months 0-12: 100% repayment due, Months 13-24: 67% repayment due, Months 25-36: 34% repayment due, After the 36th Month: 0% repayment due.
  • Annual certification– You will be required to re-certify annually for the length of the lien term (three years after date of final inspection). Re-certification is in the form of a letter attesting that you continue to occupy the home as your primary residence and that the home is being maintained in good condition. If the signed letter is not returned in a timely fashion, you will receive a Non-Compliance Warning and the lien will be frozen.
  • Insurance- You will be required to carry homeowners/renters’ insurance during the regulatory period and have Western Catskills Community Revitalization Council, Inc. listed on your policy as an additional insured. Failure to have us listed or maintain insurance in at least the value of your lien will result in your lien being frozen.
  • Title 18, Section 1001 of the U.S. Code states that a person is guilty of a felony for knowingly and willingly making false or fraudulent statements to any department of the United States Government.

 

APPLICATION PROCESS:

  1. FACT SHEET REVIEW-Review all information on the fact sheet for understanding and eligibility
  2. APPLICATION-Fill out application fully and make copies of all required documentation
  3. INTAKE APPOINTMENT- Call WCCRC to make an intake appointment bringing all documents for review.
  4. HOUSING COUNSELING- Meet with HUD Housing Counselor for budget review
  5. HOME SURVEY- Construction staff will visit home to conduct survey of needs
  6. PROJECT AWARD- Final review and written approval letter if awarded

The application must include copies of all the information requested below to be complete. Incomplete applications will be returned. WCCRC staff cannot make copies for you, nor can we return originals.  

 

CHECKLIST OF DOCUMENTS:

  • Qualifying Veterans Status- must be generally or honorably discharged and provide Veteran ID card, Veteran Health ID, or DDForm 214:Certificate of Release or Discharge from Active Duty
  • Disability-A letter from medical professional describing the substantial limitation caused by disability and recommending potential structural modifications to improve the activities of daily living. Template Provided.
  • Copy of documentation for all people in the household, showing proof of age (e.g. copy of driver’s license)

Income Verification:

  • Copy of Federal Income Tax Form 1040 (2 most recent years) for all household income earners.
  • Copy of W2 forms (2 years) for all household income earners
  • Copies of current pay stubs reflecting 1 month of pay for all household income earners
  • Or other proof of income (social security award letter, pension, etc.)
  • Copies of the most recent 2 months bank statements

Homeowners:

  • Copy of most recent deed to your home; be certain that the book and page number – where deed is filed – and the property description are on the deed. All people named on the deed will need to sign the application.
  • Copy of the last year of town (and village if appropriate) and school tax bills and paid receipts signed by the clerk. County tax plans are accepted and must be current.
  • A copy of Homeowner’s Insurance (declaration page showing coverage dates and values) with proof of payment.
  • If applicable, Completed Mortgage Verification Form (provided with application) stating that your mortgage is paid up to date and the amount of the current principal balance.
  • If applicable, copy of municipal water/sewer bills, showing that payment is current or in a payment plan.

Renters:

  • Letter from Owner allowing for application for improvements on their property. Owner must also be willing and available to sign Owner Participation Agreement which will be provided.
