SCHOHARIE COUNTY PUBLIC HEARING
Schoharie County: Second Public Hearing Agenda Date: 10/17/2025
The procedure for the hearing will be as follows:
- Provide information on the amount of CDBG funds that were made available.
- CDBG Schoharie County 1042MH302-23 Manufactured Home Replacement Program made available $800,000 in total grant funds which breaks down to $666,000 in construction, $94,000 in project delivery and $40,000 in administration fees. A total of 6 dilapidated manufactured homes were replaced using this funding.
- List the activities that were undertaken with CDBG funds.
Activities that were undertaken include
- asbestos testing
- radon testing
- development of engineering plans
- asbestos removal and monitoring
- demolition and disposal of dilapidated units
- pouring of insulated slab foundations
- construction and delivery of single wide units
- connection to utilities
- electric replacement
- Provide information on the amount of CDBG funds made available for activities that benefit the LMI National Objective.
- $666,000 in CDBG funds were made available for construction costs to benefit low to moderate income households and meet the national objective. An additional $164,500 in WCCRC’s funding from the Affordable Housing Corporation 11T21 and $42,800 from MMHR 20243017 grants were used as leverage.
- If the CDBG activities undertaken resulted in displacement, review the municipality’s anti-displacement and relocation plan required under 24CFR 570.488 and how compliance was achieved.
- Activities resulted in displacement for no longer than 3 months. Individuals were able to stay with relatives or in one of WCCRC’s rental units during this process.
- Invite and receive comments and recommendations from the public on activities that were undertaken, or on activities which were added, deleted, or substantially changed from the application submitted to the State.
